Painted Sky Engineering & Survey (PSES), LLC is a full-service engineering consulting firm. With offices in both Snowflake and Payson, we offer proven experience and have demonstrated excellence in professional engineering services for Arizona Cities and Towns, Arizona State Agencies, water and wastewater utilities, and Native American communities.

Our firm is committed to providing quality services and cost-effective solutions to all our clients. Our team has been recognized for innovation and dedication, and we bring that perspective to each new project. PSES began in 2017 as a limited liability company by its current owner and Principal Engineer Mr. Doug Brimhall, PE who has over 22 years’ experience in the engineering field. Since 2017, we continue to be recognized as a firm that embraces a philosophy of direct client participation in each phase of a project, receiving important input from clients, as well as providing meaningful guidance.

The experience of our PSES personnel with contracts in Arizona includes Northland Pioneer College (NPC), Cities of Show Low, Phoenix, Tempe, Flagstaff, and Globe; the Towns of Pinetop-Lakeside, Payson, Springerville, Chino Valley, Marana; and the Counties of Navajo, Apache, Gila, Graham, Pinal and Pima; Northern Gila County Sanitary District, Pine Creek Canyon Domestic Water Improvement District, Pine-Strawberry Water Improvement District, Little Colorado Sanitary District, Concho Wastewater Improvement District; Governmental departments of Indian Health Services, the White Mountain Apache Tribe (WMAT), White Mountain Apache Housing Authority (WMAHA); Arizona Game & Fish Department (AZGFD).

Meet Our Team


Doug Brimhall, P.E.

Principal Engineer


Mr. Brimhall has more than 22 years of professional consulting engineering experience in areas varying from municipal design of roadways, water, and sewer systems to grading, drainage, surveying, mapping, and land planning projects. As a project manager, he has successfully completed dozens of complex projects managing teams comprised of diverse individuals while maintaining a high level of client satisfaction. Mr. Brimhall has provided engineering and surveying services to numerous communities in Arizona and New Mexico; and across a number of Native American lands. His knowledge of terrain, climatic conditions, easement and property boundary locations, contractors, political structure and protocols, as well as the existing infrastructure, is a resource that provides a positive asset on all of his civil engineering projects.

Sandy Johan

Office Manager


Ms. Johan has over 25 years of office experience with both the Payson and Snowflake offices.  Her responsibilities include all aspects of office administration and billing.  She assists with project-related assignments including, planning, tracking, reviewing and document formatting from proposal phase to project closeout.  

Emery Ellsworth

Engineering-In-Training


Mr. Ellsworth is responsible for design and production of civil engineering plans for subdivisions, RV parks, water lines, sewer lines, and drainage facilities utilizing AutoCad Civil 3D.  Write legal descriptions.  Work with clients regarding schedule and project updates.

Allen Foster, RLS

Professional Land Surveyor


Mr. Foster is an experienced surveyor in the state of Arizona with over 28 years of experience in the field. He has lived in Arizona his entire life and understands the requirements that the state law expects from surveyors. He has successfully executed many projects around the state and demonstrated great versatility in surveying skills. He has coordinated and performed numerous subdivision projects from preliminary boundary, mapping, design, construction and final monumentation.

As the Survey Department Manager with Painted Sky Engineering and Survey, he coordinates and provides in field training/support for our teams. He takes an active role in confirming survey information and establishing legal descriptions for our clients. Mr. Foster has become a major asset in talent development at PSES and has recommended many individuals that currently work for our company. He has demonstrated a dedication to his work and takes pride in the companies success.

John Cummins

CAD Designer III


John D. F. Cummins, is a CADD Designer level III with over 20 years of senior experience in civil design. He has skills in a variety of areas, from subdivision design and layout to complex commercial sites, and grading and drainage designs incorporating advanced digital 3D surface modeling techniques. Mr. Cummins has served on the Advisory Committee for Career and Technical Education at Whiteriver Unified School District No. 20. In conjunction with his duties, John also has trained personnel at Pinetop-Lakeside Sanitary District, as well as for other clients. His wealth of experience and his passion for learning and teaching make him an integral and indispensable part of Painted Sky’s team.

James Mason

Ed Pauling

Construction Project Rep


Ed Pauling has been involved with nearly every project that we have designed in the area as a construction observer. He has vast experience in construction and field observation. His daily logs have been proven invaluable on many occasions. He has protected our clients in every aspect and has worked with the contractors helping them avoid problems and delays.
